There has been massive interference by the European Commission in Ireland's Lisbon referendum re-run over the past month, as never happened before in the country's EU referendums. The re-run referendum takes place on Friday next.


This culminated in a 16-page propaganda Supplement on the EU being inserted in every Irish Sunday newspaper today. This must have cost several million euros - using European and Irish taxpayers' money to influence Irish voters to ratify the Lisbon Treaty and in the process expand the power and functions of the Brussels Commission itself.


The European Commission is acting unlawfully under European law, as the Commission has no function whatever in relation to the ratification of new Treaties. These are exclusively a matter for the EU Member States, which are called upon to ratify new Treaties "in accordance with their own constitutional procedures". The EU Commission's functions relate only to Treaties that have been already ratified.

Mr Jens-Peter Bonde, former Danish MEP and editor of "The Lisbon Treaty: The Readable Version", has written the article below analysing the content of the European Commission's 16-page suppelment inserted in today's Irish Sunday newspapers. You may find it of interest.


The European Commission's action is almost certainly unlawful also under Irish law, as some of the money used to finance this newspaper Supplement will have come from Irish taxpayers on both sides in the referendum. The Irish Supreme Court's decided in the 1995 McKenna case that it was unlawful to use taxpayers' money to further one side in a referendum.


Below is a criticism by Jens-Peter Bonde of some key points in the European Commission's propaganda Supplement. Mr Bonde is an acknowledged authority on the EU Treaties and was a member of the Convention which drew up the original EU Constitution which was rejected by the French and Dutch in referendums in 2005 and which is now embodied in the Lisbon Treaty.


He is not interested in making partisan points about the Treaty, but in drawing attention to the legal facts of what is in it.

The European Commission acts illegally in Ireland

On Sunday 27 September the European Commission placed a 16-page propaganda supplement in all Irish newspapers as a paid insert.

This is an unlawful use of European taxpayer`s money, since the European Commission has no competence whatever in the ratification of treaties.

The Commission is positively misleading on the single topic it should know best about, the appointment of the Commission itself.

"Contrary to the existing (Nice) Treaty, the Commission will continue to be formed of one Commisisoner from every Member State", the first page of the Introduction states.

On the contrary, the Nice Treaty provides in Art. 213.1 TEC: "The Commission must include at least one national of each of the Member States". This is the law today. The European Commission`s statement about the Nice Treaty is simply false.

The aim of a smaller Commission can be found in the Protocol on Enlargement. This proposes a reduvtion in the Commission when the EU reaches 27 member states. This is only a proposal. It is still not the law.

The Protocol states in Art. 4.2.1: "The number of Members of the Commission shall be set by the Council, acting unanimously".

There was an attempt to achieve the aim of a smaller Commission by the draft Constitution reducing the number of Commissioners to 2/3 of the member states. This attempt failed when the Constitution was rejected by 55% of French and 62% of Dutch voters.

The attempt was then repeated in the Lisbon Treaty. It failed in the first Irish referendum when 53 % of the Irish voters rejected it on 12 June 2008.

Therefore, Ireland and everyone else can keep their Commissioner until the Irish and all other Governments vote for a reduction in the Commission. This is the simple fact in the existing Treaty.


The Lisbon Treaty reduces the Commission to 2/3 of the number of member states on a rotation basis. That will become the law after a Yes vote.

Then there is a political promise from 27 Prime Ministers to keep one commissioner for each state. This promise binds the current Prime Ministers politically, but not necesarrily their successors.

This compromise may also be altered if there are further enlargements, as suggested by the Swedish Prime Minister Fredrik Reinfeldt on 6 September in the Irish Times.


"One Commissioner for everyone" is not in the Treaty which Irish voters are voting on. I guess it may come about when all member states will formally agree on a later amendment. But it is not part of the Lisbon Treaty, as the Irish voters are being told by the European Commission.

I expect all member states to agree to have one Commissioner for each member state in the next Commission - but not for ever.

The political reality is that the next Commission will have 26 members PLUS an EU foreign minister who will either be a kind of observer if there is a No vote or a full Commission Vice-President if it is a Yes.

The Swedish Prime Minister and President of the European Council told the Irish Times that this 26+1 formula had already been agreed informally among diplomats.

All member states will therefore be represented in the next Commission, or else one of them will have the more attractive job of foreign minister whether the Irish vote Yes or No.

There is legal certainty about having an Irish Commissioner with a No vote. There is uncertainty with a Yes - not now but after further EU enlargement. This is a fact. The Commission`s propaganda supplement is fiction.

It is also worth noting that the non-elected Commission finds no space in its 16 pages to explain how it will increase its powers and its monopoly of initiating EU laws in a wide range of new areas.

It does not explain how the new Art. 290 TFEU gives new implementing powers to itself.

It does not explain how Art. 217.7 TFEU may permit the Commission to change international agreements without the approval of the elected members of any parliament.

It does not mention the most important change regarding the Commission, its own mode of appointment. Under Nice each member state Government "proposes" its "own" Commissioner. Under Lisbon they can only put forward "suggestions".

The decision on who will come from each country will lie with the Commission President and 20 of 27 Prime Ministers representing 65 % of the EU`s population.

This radical and important change will make the Commission even less accountable to voters than it is today. It replaces the present bottom-up procedure by a top-down one post-Lisbon.

There is not a word about this in the Commission`s supplement.

The content is handpicked for Irish voters. The new clause on "distortion of competition" on taxes in Art. 113 TFEU and the new Art. 311 TFEU providing for new taxes for the EU itself are disguised by the sentence: "...it protects the rights of each Member State, especially in sensitive areas such as taxation and defence".

The supplement entirely ignores the new "solidarity" clause on mutual defence in Art. 42.7 TEU and the clause requiring states "progressively to improve their military capabilities" in Art. 42.3 TEU.

There is not a word on the most important change in the Treaty, the shift of voting power from small to big member states.

Under Lisbon, the six largest member states will increase their share of the vote in the Council from 49% today to over 70%. The 21 smallest countries will reduce their combined share from 51% to less than 30%.

Ireland will halve its vote from 2.0% today to 0.9%. This is being kept secret from Irish voters in all public information being issued to them - paid for by their own taxpayer`s money - before their Lisbon referendum re-run on this Friday, 2 October 2009.

The Truth About The Irish Economy

A No vote on the Lisbon Treaty will not harm the Republic..

The Mad Hatter told Alice that "words mean what you want them to mean." He would have been at home in the European Union, where "no" means "yes" and political propaganda is passed off as information. If Ireland votes No to the Lisbon Treaty, the EU will continue and Ireland will be part of it, but if they vote Yes the Irish will find they have even less leverage in Europe than today.

In the course of the second referendum campaign in Ireland some extraordinary claims have been made about the economic consequences of voting No: it would frighten investors, cost jobs and condemn Ireland to economic isolation; while a Yes vote, to quote the Taoiseach, is the "critical first step on the path to recovery."

This is but part of a wider piece of propaganda, namely that the EU is responsible for Ireland's economic resurgence and a No vote will put this at risk. Of course Ireland has benefited from fiscal transfers from Brussels, or more accurately from taxpayers in other member states, but for many years this did not prevent Ireland's economy performing badly: slow economic growth, especially given its relative opportunity to catch up; high inflation, large budget deficits and high unemployment.

Ireland's more recent economic success is best explained by other factors and in fact its current problems and difficulty in remedying them have been compounded by membership in the EU, or at least its monetary arrangements. This fact is at odds with the suffocating consensus that dominates much establishment thinking, whether in Brussels, Dublin or even the International Monetary Fund, which continues to peddle the merits of exchange rate stability.

However, it was the large devaluation within the Exchange Rate Mechanism in August 1986 that made it possible for the Irish government to begin the process of fiscal consolidation and restoring the country's international credit standing (in 1985 Ireland was paying spreads as high as Mexico's). That Irish devaluation was followed by a domestic boom in Britain, which was then by far Ireland's biggest trading partner. Later, Irish growth suffered a setback as a result of Britain's recession—created by the exchange rate mechanism—at the beginning of the 1990s. Sterling's depreciation after September 1992 led to intolerable strains for Ireland. Reluctantly, the government did the rational thing in January 1993 and devalued massively for such an open economy. That devaluation, followed by the widening of the exchange-rate-mechanism bands in August 1993, in effect gave the Irish authorities monetary policy independence for the first time in the country's history.

This was accompanied by a whole range of market-oriented policies and Ireland's economic performance was spectacular: strong GDP and employment growth, low inflation and large budget surpluses, underpinned by the repatriation of the Irish diaspora and huge capital inflows attracted by high anticipated rates of return. Toward the end of the decade, however, problems built up because entry into the Economic and Monetary Union meant that interest rates were kept lower than if they had been set by Ireland's central bank: a spectacular boom became a spectacular bust.

Of course countries like the U.K. have their own economic difficulties, for a variety of reasons. But if London takes the right measures it can begin to put things right because monetary policy is in the hands of the Bank of England

As a result of the boom, Ireland's competitiveness has deteriorated by about 15% against its trading partners in the EU since the early 1990s. To remedy this, one way or another, the real exchange rate has to fall. Nominal depreciation is not possible, so Ireland has had to deflate and hard. The process has only just begun, but Ireland is running merely to stand still. Unless the euro depreciates by a large amount against the pound and dollar, real wages will be squeezed, output will fall further and the public finances and debt ratios will explode even more.

Ireland, like others within the economic and monetary union, has avoided a currency crisis that might have arisen had it not adopted the euro, but the so called "zone of stability" is not quite as benign as it sounds. The abandonment of individual currencies simply transfers the problem elsewhere—if a patient is sick, throwing the thermometer away doesn't constitute a cure.

Those who put Ireland's recent success down to the EU and the monetary union are wrong—they are the same people who say Ireland must vote Yes to Lisbon. Ireland has made its choice on the euro (though people were not given a vote on the decision) and all it can do is try to minimize the impediments this imposes on its room for maneuver. Ireland is in a less dire position than some other countries in monetary union, such as Spain, because it is a more open and flexible economy, meaning a relative improvement in competitiveness will have a larger impact on growth. It would be mad to erode these advantages. In the short term, the Lisbon Treaty may have little direct impact on the economy of Ireland one way or another, but over time it consolidates an economic and social model at odds with the factors that nursed the Celtic Tiger.

Leonard Shapiro wrote of Soviet Russia that "the true object of propaganda is neither to convince nor even to persuade, but to produce a uniform pattern of public utterance in which the first trace of unorthodox thought reveals itself as a jarring dissonance." Within the EU nomenklatura, dissonant voices are not tolerated. But Ireland should have the confidence to challenge the prevailing consensus that a No vote would be bad for the economy, because it's bunk.

Many politicians now call it 'The Post Democratic Method of Governance'
the central authority of the EU, without your democratic input, has decided to build itself a Palace at a cost of over €300Million of tax payers' money, whilst unemployment continues to soar and there is no real explanation as to how the economic slide of the recession can be reversed from the credit crash - where to provide a political fix, a band aid for a near/possibly fatal wound, they have printed BOGUS money and the politicians of the western world have squandered their way into €Trillions of debt.

Debt for the foreseeable future AND MORE.

Meanwhile the self serving, corrupt and undemocratic, unelected EU grandees are squandering their way through €Billions without providing valid accounts for 15 years. They have ignored any concept of votes as to what the unfortunate citizens want they are implementing almost every aspect of the New Constitution they drw up 6 years ago and they are still having trouble conning the public on the umpteenth pack of lies they have issued.

The promises made to different people and the different names given to the New Constitution matter not a jot to the unelected central dictator committee - they have been implementing the New Constitution New version Lisbon Constitutional Treaty in a process of salami slicing peoples rights amd allocating themselves unaccountable sums of tax payers money for their own agrandisement.

We learn from Bruno Waterfield that the EU is spending £280 million on building a new palace for its president and staff – ready for when the constitutional Lisbon treaty is ratified.

Named the Résidence Palace (pictured) after an existing Art Deco building which it replaces, that building in 1940 was used as the headquarters of the German army during the Nazi occupation of Belgium. This is a complete coincidence, and totally irrelevant. But it is kind of appropriate.

Meanwhile, as the "colleagues" lavish money on their grandiose palaces (at our expense), having recently spent £185 million refurbishing the Berlayermonster, poor old Betty is scraping around for the £44 million needed to pay for the huge backlog of repairs to our royal palaces.

Strangely enough, our contribution to the two latest EU follies is about £60 million – give or take – which would be more than enough to restore Betty's palaces to their former pristine glory, with some change left over. Instead, she is having to sell off chunks of the estate, starting with the old stables in the Royal Mews, in the grounds of Hampton Court.

These are expected to fetch £2m, which is chump-change compared with the total amount needed. At least it is a start. But it is a more than adequate reflection of our times that our national heritage is falling into disrepair, with bits having to be flogged off to keep the rest going while our money is pouring into the coffers of the "colleagues", to finance their vainglorious schemes.

On this, of course, there should be national outrage, and a very difficult decision to make ... who to shoot first, our own government or the "colleagues" in Brussels (even if both would be preferable, but you have to prioritise).

But nothing will be said. We will go on paying and, eventually, new broom Dave will take over. And, guess what! We'll go on paying. We really are going to have to shoot them, you know.

WHY IRISH POLITICIANS WANT A YES VOTE becomes pretty damned obvious when you consider the calibre of some of their ministers and the fact that the Oireactes (The Museum of Democracy in Leinster House) no longer makes law and could easily be replaced with one man with a rubber stamp rubber stamping EU diktat, since 80% of all laws enacted by The Oireachtes are just rubber stamping EU diktat and the balance 20% MUST be compliant with EU law.

Probably Ireland is better off as a vassal state governed by a foreign power but unlike during their governance by Britain at least it was a benevollent and participatory Governance rule by The EU is of course utterly alien and reduces Ireland to being little more than a pimple on the edge of the backside of the EU with absolutely no democratic influence ever again once the politicians dupe them into selling out their Country with a YES vote.

Reading this article below about Ireland's employment Minister Mary Coughlan on has to wonder if it was just for cheaper labour and property in Poland that Dell dumped Ireland and when will Intel quit and Ryanski Air become the carrier of choice as a matter of simple Einstinian Evolution or as Darwin put it in the 1850s 'its all a matter of relativity'?

Coughlan's no Einstein after gaffe at 'smart economy' launch

The gaffe-prone minister was left red-faced after she erroneously referred to the theory of evolution as having been formulated by Einstein.

To make matters worse, the Enterprise, Trade and Employment Minister had just mentioned the Government's strategy of Building Ireland's Smart Economy.

Speaking without notes to an invited audience of entrepreneurs to promote IDA Ireland's "aggressive" new campaign to market Ireland aboard, Ms Coughlan touched on the idea of the survival of the fittest.

She said the IDA would be marketing Ireland as the innovation island -- "like Einstein explaining his theory of evolution".

Theory

The scientific basis for evolution, which has moved from theory to accepted truth, was first promulgated by Charles Darwin in his 1859 book 'On the Origin of Species'.

Ironically, Darwin's profile has never been higher, with many commemorative events this year to mark the 200th anniversary of his birth and the 150th anniversary of his landmark work.

Einstein, born 70 years after Darwin, formulated the theory of relativity in the last century to explain concepts of how time and space blur the laws of physics. It has nothing to do with survival of the fittest.

It was Ms Coughlan's second gaffe in a week -- after she referred to the Green Party in a radio interview in Irish as "na Glasrai", instead of "An Comhaontas Glas". The phrase "na glasrai" means "the vegetables".

A spokesman for the Tanaiste said last night: "Yes, it was said. Darwin was evolution and Einstein was relativity -- we all read our science books in school."

One would have thought that Declan Ganley, after his drubbing in the euro-elections, might stay in his little hole – especially as we heard that he was to quit politics.

The ego will always out, though, and the great man has now re-emerged to take command of the second Irish referendum, giving the Wall Street Journal the benefit of his pearls of wisdom.

For a man who chose a former MoD publicity officer as the leader of his election campaign, and who offered a platform where to describe it as "incoherent" would be an undeserved compliment, to have him on the "no" side is something of a mixed blessing.

The chances are, though, that he has picked the winning side, as sentiment hardens against the “colleagues” and the Irish people realise they are being taken for fools – and have the fortune to have the opportunity to deliver the shamrock version of a Bronx cheer to their masters.

If the Irish people prevail, it will most likely be in spite of rather than because of Ganley's efforts, this dim little man still prattling about being a "committed European." He is not a eurosceptic, not in any way, shape or form, he tells us, chirping that he believes, "that Europe's future as united is the only sensible way forward."

While saddled with Ganley, however, the "no" campaign is able to benefit from the increasingly crass hand being played by the Irish government, which is relying on a procession of visiting commissioners in an attempt to sweet-talk the Irish into believing that the EU can turn water into wine.

If the Irish do fall for this blarney, we will have to revisit all those Irish jokes but, on the face of it, the only jokes currently in town are the Irish government and Ganley.

Minister blasts UK 'No' party for 'policy of hatred'

EUROPEAN Affairs Minister Dick Roche has launched an extraordinary attack on a British party which plans to distribute anti-Lisbon literature to every Irish household.

Mr Roche blasted the United Kingdom Independence Party (UKIP) as responsible for "hate politics", adding that they sprang from a "neo-fascist gene pool".

This is just childish jingo I know of not a single example of "hate politics" - does this clown know what he means when he says "neo-fascist gene pool" and can he site a single example to justify his hate filled vitriol?

UKIP's decision to send anti-Lisbon material to every Irish home has already been condemned by fellow anti-treaty campaigners Sinn Fein. But after launching a savage broadside yesterday, Mr Roche is due to debate Lisbon tonight with UKIP leader Nigel Farage.

Now that should prove amusing as this Dick's vile outbursts speak volumes of his asspirations and fears!

At the weekend, Mr Farage announced plans to stand down from the leadership of UKIP. But today he will share a platform with Sinn Fein deputy leader Mary Lou McDonald -- who criticised UKIP last week -- in arguing for a 'No' vote. Mr Roche and Irish Congress of Trade Unions General Secretary David Begg, will present the 'Yes' case.

I presume they will continue to resort to insult and hysteria for lack of sound reason

Mr Roche said Mr Farage represented "an extremist nationalist party" that has nothing to contribute to political debate in Ireland.

Has Roche any understanding of debate? He has shown he hasn't a fact to support Lisbon or benefit in Lisbon like all other yes voters it is all about what is wrong with voting NO!
I appreciate there is only harm for Ireland in Lisbon but no one makes a better case for voting NO than its supporters!

"It represents the type of political extreme that Irish people find repellent," he told the Irish Independent.

& Dick Roche's comments aren't repellent and extreme!!

"UKIP is drawn from the same political gene pool as the neo-fascist British National Party (BNP) -- in fact both organisations have a shared membership," he said.

This is a provable lie the sort of dishonest comment that is why the public have little but contempt for self serving, self enriching venal politicians.

Mr Roche said a UKIP 'whistleblower' who made the link known had been unceremoniously expelled from the party.

This is also a lie and I challenge this idiotic little man to substantiate his accusation.

"UKIP has also drawn members from another extremist organisation, the National Front, and other groups on the right," Mr Roche continued.

I do not believe that Roche has a clue what he is talking about - the National Front largely broke up some 10 years ago with the main faction following John Tyndall and Nick Griffin into The BNP.
I am sure that there are individuals who historically espoused NF and I for one would denounce them loudly if they followed the level of racism and prejudice which Roche has displayed in this article.

Clearly Roche is prejudiced and dishonest and unfit for any serious political office.

"In the last European Parliament two of UKIP's MEPs, Jeffrey Titford and Mike Nattrass, were former members of the far-right, anti-immigration New Britain Party.

Yes and they cut their political teeth there and moved on - I have given them more than enough grief for this stance in the 1990s.
New Britain was and is anti-immigrant and largely far right, however it has never bombed or shot civilians nor condoned the street collection of money for terrorists.
It has talked a big game but has eternally been little more than a joke with very few members and little or no achievement.

"In the past both of these gentlemen urged the repatriation of immigrants from the UK and they didn't exclude Irish migrants from their blanket call to make political capital from migrant misery."

I expect 10 or more years ago they did and I doubt they excluded Irish imigrants , they probably didn't exclude Americans, Australians or Martians either. My word the yes campaign must be desperate!

The extent of UKIP's respect for Ireland was best demonstrated last year "when our national flag was used as a table cloth at its celebrations of the Lisbon referendum result in a Brussels pub," Minister Roche added.

How very true - this is the value of independent peoples we all have our quirks - clearly Roche is aware that to drape either a cataphalque, a coffin or a table with a flag is a mark of respect - perhaps he should attend a UKIP meeting where they drape the tables with The Salair of Scotland or The Cross of St. George, or The Dragon of Wales or A Union Flag.

How dare this inhospitable racist biggot denigrate the fact that the Irish Flag draped the tables in honour of the intelligence of the outcome in the referendum which supported the liberty, freedom, independence and belief in Ireland's Constitution unlike the Oireaches and the betrayal of people like Dick Roche.

"Mr Farage and his fellow travellers in the BNP are entitled to peddle their policies in the UK but it would be preferable if they didn't try to import their brand of hate politics into Ireland."

Let us face it this grubby little liar Roche has shown that there is enough hate and biggotry in ireland without outside help! An island riven with hatred and sectarian murder and this imbecillic little man presumes to lecture others!

Bedfellows

The very last thing that Ireland needed was extremists from left or right fighting "proxy wars" in the Irish referendum campaign, he said.

Silly man - this is no 'proxy war', it is an attempt to help friends - maybe a misguided attempt but fool that Farage can often be no less an honest attempt to try to help those fighting for Ireland against those funded from the public purse to have it directly governed by The EU - as it increasingly is now!

UKIP, Coir/Youth Defence, Sinn Fein and the Socialist Workers Party "make for interesting bedfellows, the extremes of the left and the right" in seeking treaty rejection, he said.

Left, Right!!! What has Roche been smoking - this is not a Left, Right matter - clearly he has no understanding what Patriotism is confusing it with his own brand of racism, prejudice, hatred and biggotry.

Sinn Fein Vice President Mary Lou McDonald said UKIP has "no mandate, no support and no place in Irish politics". Ms McDonald said Mr Farage's party should play no active part in the Irish Lisbon referendum campaign.

It is strange how the yes campaigners can use EU funds, steal from the tax payers, use Government time and have every hue of EU parasite to aid them sell the unsaleable yet the underfunded NO campaign is lied about its supporters attacked and those who would help them denigrated.

Shame on you - have the supporters so little faith in their sordid New Constitution that they must attack the messengers since they have no positive facts to promote - bereft of integrity they attack the man in fear of the ball as they have no honest facts to promote the Lisbon Treaty.

"The Lisbon Treaty is about the future of Europe. Sinn Féin welcomes and encourages debate from all countries. We do not object to people from across the EU coming to Ireland and expressing their views, whether for or against," she said.

I believe that Ireland overlooks the fact that The Lisbon Treaty referendum is about the future of Ireland and rather more important for the peoples of Ireland than any consideration of how it may effect EUrope.

I appreciate that if the yes campaign of the politicians manages to betray the peoples the truth will become ever more apparent The Lisbon Treaty is indeed all about EUrope as Ireland will no longer be relevant! Already 80% of all law enacted by the Oireaches is the rubber stamping of diktat imposed by the EU whilst the balance 20% must be compliant with EU law!

"But it is another matter entirely for individuals or organisations from other member states to seek to influence the electorate and become active participants in the campaign.

Clearly this does not include EU supporters of the yes campaign or those spending tax payers' money on the yes campaign. Nor does it include the hours and the travel of fully funded politicians campaigning in their personal interest for a yes vote

"Nigel Farage's party should play no active part in the Irish Lisbon referendum campaign. We don't want their kind of right wing politics in Ireland and they should stop interfering in what is a matter for Irish citizens in this state," she said.

What a silly thing to say in the light of the simple fact that the yes campaign aided by the EU and by the Oireaches has already shown it has nothing but contempt for the democratic rights of the peoples of Ireland or the Irish Constitution as they totally ignored the wishes of the people who voted no in a referendum.

Personally I will brook no lectures from self serving liars and cheats like Dick Roche who has shown his contempt for Ireland and its peoples.

I will happily AND POLITELY debate with him any time for as long as he is able to address the facts of The EU and the implications of the new constitution as presented in The Lisbon Constitutional Treaty.

Lisbon Treaty vote throws Tories into disarray

A crucial referendum in Ireland on the controverisal Lisbon Treaty has plunged preparations for next month's Conservative conference into disarray.

Party chiefs are struggling to prepare alternative policy blueprints to unveil to grassroots activists, as the mood in Ireland suggests the vote on October 2 could go either way.

If the Irish vote No, it will give a huge boost to David Cameron's campaign to derail the EU Treaty and will open the way for the Tory leader to promise the British people a referendum on the issue.

However, if Ireland votes Yes, the Treaty will move a step closer to becoming law before the end of the year, and the Tories will be plunged into a deep dilemma as to how they can possibly overturn it.

Both Mr Cameron and William Hague, the shadow foreign secretary, have already said that they would "not let matters rest" if the Treaty was ratified by all EU member states before a Tory government came to power.

However, they have not said whether the British people would be offered a referendum in such circumstances.

The treaty is proving one of the most intractible problems for Mr Cameron, who has vowed to weaken the hold which Brussels has over national decision making.

Critics say that changes to the EU decision-making process contained in the document would erode national sovreignty.

When the Conservatives gather for their annual conference two days after the Irish vote, activists are likely to use the event to press the leadership for a clear statement.

Mark Francois, the shadow minister for Europe, said the Conservatives would set out in their manifesto what they intend to do to tackle the Treaty if the Irish vote Yes and it goes through before the UK general election, which must be held by next June.

Mr Francois said: "It is still open to Gordon Brown to hold the referendum the British people were promised.

"That is what he ought to do. If the Treaty is not yet in force at the time of the next election and a Conservative government is elected we would hold that referendum and we would recommend the Treaty's rejection.

"But if the Lisbon Treaty is in force at the time of the next election then in our view political integration would have gone too far, the Treaty would lack democratic legitimacy in this country and we would not let matters rest there.

"Naturally, we will set out how we plan to take things forward in the manifesto we will put to the British people.

"We have also consistently made it clear that the restoration of our national control over social and employment legislation would be a major goal for a Conservative government."

But a manifesto pledge next year may not be enough to appease some activists. Many Tory MPs are now complaining bitterly behind the scenes that Mr Cameron and Mr Hague need to state their position as a matter of urgency.

Insiders say Mr Cameron is secretly hoping for events to intervene. He is said to believe there are legal problems which could yet thwart the Treaty's ratification even if the Irish vote Yes.

The main hope centres on Vaclav Klaus, the Czech president, who has referred the document to his country's constitutional court.

In seeking a ruling on whether the treaty complies with the Czech constitution, Mr Klaus could delay signing it into Czech law until the court had given its verdict.

The Tories hope that if that process runs for months it could stall the Treaty until the UK general election, after which, if they won, they would stage a referendum to scupper it.

Philip Davies, the Conservative MP for Shipley, said: "If Klaus can hold firm and not sign until May or June next year then we are potentially in business.

"If Ireland votes yes that's our last remaining chance. William Hague and David Cameron need to stiffen his resolve. We need to say to him 'Hang on, the cavalry's coming.'"

The treaty, which campaigners argue is the rejected EU Constitution in all but name, includes federalist reforms seen as diminishing national sovereignty in foreign affairs and law and order.

In Ireland, where it was rejected in a vote last year, the outcome of the forthcoming second referendum remains in the balance with four weeks to go but there are signs that the mood is shifting in favour of a No vote.

A poll for the Irish Times last week, the first since the campaign was launched, found that the Yes campaign was still in the lead, with 46 per cent support, but had dropped eight points since the previous poll in May.

The No campaign had 29 per cent support, up by one point over the summer, whilst the size of the Don't Know category had increased sharply by seven points to 25 per cent.

Pat Cox, campaign director of Ireland for Europe, a group promoting ratification, appeared nervous, saying: "Ireland is a very different place today to what it was a year ago. The financial crisis has rocked our confidence. We are reeling from a series of body blows over the last 12 months.

"There are those on the No side who will seek to exploit our present uncertainty to encourage the Irish people to vote against our own interests and reject the Treaty."

Hostility to the Lisbon Treaty will be intensifed by a startling intervention by Karel de Gucht, Belgium's newly appointed EU Commissioner, who suggested that the treaty was designed so that people could not understand it in a bid to avoid "real debate".

He said: "Whilst the original Constitutional Treaty was technical, and correct, people didn't read the Lisbon Treaty, they didn't understand the first word about it. No real debate about the Lisbon Treaty could happen.

"This was a deliberate decision of the European Council."

Is there a reason why, if the Oireachtas wishes, any laws that will serve the interests of labour and the peoples in Ireland could not be enacted into law, without imposition by the central and undemocratic EU, and rubber stamping by the Oireachtas?

Other, of course, than the simple fact that some 80% of ALL law enacted at Limmerick House is imposed by the EU and rubber stamped in Dublin, whilst the balance MUST be compliant with EU law - thus ideed the Oireachtes would be unable to enact law for the benefit of Irish workers or even Irish people.

Thus of course employers can toss their staff on the dole and move East if the lower wages in Poland suit their balance sheets and the grants are conducive. A look at Wiki may show just how devoted to Ireland are Intel and it is specious to claim this doesn't act thus - Just where is Dell now?

Can we expect to fly on Ryanski Air soon?

It does look all too clear that the New Constitution for Ireland now renamed and repackaged but as the same thing (as clearly attested to by Angela Merkel, Borosso, Pottiger and their ilk) but named The Lisbon Constitution but now The Lisbon Treaty is unsaleable without misrepresentation, I believe that that is because it is so final and so destructive of liberty, independence, sovereignty and self determination.

firstly so that there is absolutely no misunderstanding:

I have been a strong and constant opponent of centralised and undemocratic supra national governance for almost 5 decades.

I have actively opposed racism, having first been a victim of it in 1949 in Pakistan.

I have been an active campaigner against both membership of and the concept of The EU since living in Germany in the early 1960s.

I have supported UKIP, and Britain leaving the EU for more than a dozen years.

I was an active opponent of Devolution of power in the farcical manner it has been handed to Wales and Scotland.

I was with Carys Pugh & Betty Bowen when they founded the Just Say NO campaign in Wales.

I believe in as little governance as possible.

I believe in devolution of decision making to as close as possible to those effected.

I believe with authority comes both responsibility and accountability.

I believe for small units like Scotland or Wales to totally devolve is a certain recipe for failure. Due in the main to interdependency of territory, jobs and assets.

I believe whilst vassals of the EU devolution is merely a method of divide and rule, where with its faults (devolution of much more power should have been regionalised long ago but for the costs!) devolution now is a joke merely substituting participation in the inefficiencies of Westminster to mutual gain WITH FAULTS, largely compensated by The Barnet Formula.

Sadly Devolution within the mallign EU is merely a certain recipe for exchange of participatory governance via Westminster (with its domestic faults) to direct rule FROM the centralised undemocratic EU.

I do NOT support what has become of UKIP and there is a very great difference between UKIP with its principles and benevolent patriotic intent and the EUkip of today which has become largely 'gone native' and a self enrichment scam for a few at the expense of the many. A petty dictatorship run as a feifdom for the gain of that few in collusion with some of the most vile politicians in European history since Eichman, Mitterand, Barbie and their ilk.

However - Politics being the pragmatic art of the possible, may I commend you for the remaining 26 campaigning days to set aside the contentions of history and think of THE FUTURE of YOUR County.

I have the temerity to ask 'would you rather have the help of foreigners who mean you well now in support of the NO Campaign or surrender Ireland and its Constitution, its values and its principles, its beliefs and its Justice to the direct rule of an unresponsive behemoth with no meaningful interest in Ireland and a population of 400,000,000 to consider before it gives any thought to your little sparsely populated island to which it has so far largely brought misery and transient call centres with grant aid dependency without which Ireland can not compete as the money moves to The East as has done Dell to be followed by Intel when the grants run out!

Personally I can't stand the leadership of what is EUkip - they are vile, dishonest, bullying, corrupt, self seeking, self enriching and largely trash in suits.

To call them The BNP in blazers is unfair and untrue as at least the BNP believe in what they are doing even though theiy are in my opinion deeply misguided and incredibly foolish (or more vile than I thought) as they refuse to denounce their roots and funding from the Amaerican White Extremists and refuse to denounce the ritual killing for fun of between 4 & 5,000 people mostly young men by lynching on the grounds only that they were black - just as they refuse to denounce their anti Jewish activities.

Yes The BNP are thus vile, but EUkip are NOT The BNP in blazers their tokenism makes it clear at every chance that they have some precise number of Black & Asian candidates and can name each Muslim just as they hold up as exemplars of their tollerance perverts amongst their leadership.

Now ask yourself - IF The Mongol Hoard were at the gates of Dublin and The Viking fleet approaching Cork surely you would welcome a mercinary army in your deffence however rough and however befouled they were, to keep your Country.

With respect may I commend to you the hand of ANY who will aid you to keep your country free, independent, sovereign and just rather than face direct rule from The EU by diktat rubber stamped into law at The Museum of Irish Democracy in Limerick House!

Sorry that was a bit long but stop squabbling and welcome the mercenary army and by all means chuck them out when you are masters in your own Country not vassals of The EU.

Standing on a rail track as an express bears down on you at 120mph and arguing as to why the bus timetable is wrong does sound like the very most tasteless Irish Joke but isn't that what so many of you are doing?

Load, Lock, Aim and stand your ground vote NO to keep your Country and your future - yes is NOT why your ancestors suffered and fought whilst their children emigrated for survival.

Irish homes to get UK leaflets on 'open door' to immigrants

THE UK Independence Party (UKIP) will send a leaflet to every Irish home urging a No vote in the Lisbon Treaty to close an “open door” to immigrants.

It will also argue that the final decision on sensitive ethical issues such as abortion and euthanasia will pass from Irish to European courts if the treaty is ratified.

British MEP and UKIP leader Nigel Farage said: “With the Charter of Fundamental Rights, which is justiciable at the European Court of Justice in Luxembourg, it will no longer be your Supreme Court that takes decisions on really hot and contentious issues.” He added the European court had a record of “political activism”.

Mr Farage, who is a trenchant critic of the EU, described the Government’s guarantees on the treaty as “laughable”.

He said UKIP had decided to get involved in the Lisbon referendum campaign because the “No side seemed to be a bit thin on the ground, and someone needed to redress the balance”.

UKIP, which won the second biggest vote in the recent European elections in Britain, has 13 MEPs. It is the biggest party in the newly- formed Europe of Freedom of Democracy group within the European Parliament.

Mr Farage said it would cost more than €100,000 to fund the leaflet drop and other campaign activities in Ireland. The Europe of Freedom of Democracy group would provide the cash for the campaign even though the parliamentary group does not contain a single Irish MEP.

Mr Farage, who rejected any suggestion that UKIP’s involvement in an Irish referendum was political interference, added: “We are not the Tories, for Christ sake. We are not the party that governed Ireland and fought tooth and nail against the creation of a free state and all the rest of it. We are unashamedly a pro-British party but that doesn’t make us anti-Irish.”

One of the most controversial arguments in the campaign leaflets which will be sent to Irish homes in the next few weeks is a claim that the Lisbon Treaty will open the door to immigration.

“I suspect no one else would touch this issue with a barge pole but we will deal with it in an utterly responsible way,” said Mr Farage, who added that UKIP was not in any way racist and had five black or Asian candidates in the recent European elections.

Mr Farage will travel to Ireland next Tuesday to attend a debate on the treaty in Dublin.

Another UKIP MEP, Marta Andreasen, was in Dublin yesterday to launch the NO to Lisbon 2 campaign.

Ms Andreasen, a former European Commission chief accountant, said the EU was giving “no help at all” to member states in the current economic crisis.

“Ireland has had many economic policies that have helped the country grow until 2002 without the help of the European Union,” she said.

Ms Andreasen, an Argentinian-born Spaniard, said she was dismissed from her former job for going public with concerns about accounting systems. “I have seen what happens within the walls of the European Union, and out of that experience I wouldn’t like my children to be ruled by this political elite in Brussels.”

thanks for the attempt to clarify, as there was no intent to join Ms. Andreasen in misleading anyone.

However I am glad that your research has confirmed a major plank of my contention where I showed that by no stretch of the imagination was Ms. Andreasen The Chief Accountant as is endlessly claimed.

The actual deffinition of the job she was hired to do after losing her case against The OECD after either 15 or 18 months of suspension without pay - rather more than a detail that did not feature on her CV for her application for a job as a bean counter for the EU. Or as you seek to more generously state 'where Andreasen worked'.

I have no intention or aim to misrepresent and have based my comments on documented facts such as The interview with Tim sebastian available on BBC Hard Talk and The Court Judgement of something over 20 pages which found against in unrelenting terms and is readily available on the internet also the 9 page report of UKIP's appointed returning officer Piers Merchant, which is also readily available, which shows she had cheated to obtain her seat with EUkip.

How a deffinition of the activities of the Bugetry Control Department would seem to indicate any inaccuracy or deliberately misleading statement by me, rather more an effort by your good self to obfuscate and provide a shield to hide the truth!

That you then set out to try, but failed, to find details on me to TRY to discredit the facts I led speaks volumes. Many have tried through history to undermine facts presented by attacking the messenger - sadly however hard you dig you will fail as I have NEVER wittingly misled anyone - Oh for the record a girlfriend (American) accidentally imported a hand gun and 50 rounds of ammunition and rather than risk her being deported I 'took the rap' thereby gaining a not very serious criminal record for having an unlicensed firearmsome 30 years ago.

Might there be something else that would help you to address the facts rather than mislead by trying to discredit the messenger?

Of course had I something to hide I would merely, like your good self, hide in shame behind some false screen name or even perhaps a variety of such names!!
